Dallas ISD employees fired by auto-dialer

According to this post at dallas.org, several employees at Spruce High School in Dallas were mistakenly fired by an auto-dialer. Of course, since Spruce is going to be virtually empty next year, that "mistake" may soon turn out to be a reality.
The part I'm most interested in, though, is why exactly does the Dallas ISD have an auto-dialer program to fire people? You can't do that kind of thing in person? And what does that message say? "Hello. You're fired. Have a nice day."
